To make biscuits: Heat oven to 400 F. Dissolve yeast and sugar in warm water and set aside.
In bowl, use fork to work 2 cups flour and butter together. Add yeast mixture and warm milk; use hands to combine and form sticky ball. Sprinkle flour on counter and pat or roll out dough.
Use regular-sized canning lid to cut out biscuits. Place on greased pan, lightly touching one another, then let rise 15 minutes. Bake 15-18 minutes.
To make gravy: In saucepan over medium heat, combine butter and flour. Whisk in milk and remove from heat when mixture begins boiling; mixture should be thick. Season with salt and pepper, to taste.
Serve biscuits topped with white pepper gravy.
